ArrivaClick – a new intelligent, on demand and flexible minibus service

ArrivaClick is an intelligent, on demand and flexible minibus service that takes multiple passengers heading in the same direction and books them into a shared vehicle. Run by Arriva – a DB company -ArrivaClick “is a bus that’s smart enough to come when you want it and where you want it”.

This new service has just started in March 2017 in and around Kent Science Park and Sittingbourne rail station – but as it is run by a major national bus company it is likely to be rolled out across other areas of the country including rural areas.

Using the latest smartphone app technology on a iPhone or Android, passengers just click and select pick up and drop off points. It’s a corner-to-corner service, where passengers are picked you up at a nearby corner and then dropped off within a couple of streets of their requested destination. This helps us ensure that even with multiple pickups, trip times are as efficient as they can be.

Arriva become the first UK national operator to launch a fully customer led demand responsive service – developed in partnership with US transportation solutions firm Via that provides dynamic shared ride services in New York, Chicago and Washington DC.

The ArrivaClick smartphone app enables customers to request a smart minibus from their pick up point at a time they want and to a destination of their choosing, their journey will then be matched with other people heading towards the same destination. Once booked, customers are guaranteed a seat on the high specification buses, which can accommodate 12 people, and are able to enjoy leather seats, use of a table, USB points, free Wi-Fi and electrical charging points.

The Value of the Bus to Society

Greener Journeys have just published a report that claims to understand the social impacts of the bus. New research from KPMG LLP and the Institute for Transport Studies at the University of Leeds provides evidence of a very strong social case for the bus.

The report argues that a policy supporting bus investment is not just a transport policy. It is a health policy, an education policy, a skills policy, an economic policy, a well-being policy, and a social cohesion policy.

It recommends that:-

  • Policymakers should prioritise investment in buses and local bus infrastructure. Such investment results in well-understood transport and economic benefits, and this research shows that there can be immense social, health, educational and income benefits as well.
  • When appraising transport schemes and investment cases, decision makers should factor in the wider social benefits of various projects. The Department for Transport may wish to review its approach to Social Impact Assessments (SIA), perhaps introducing a short template SIA to be considered in all major transport and policy investment decisions.
  • As a first step, it recommends that the Government convenes a cross-departmental working group specifically aimed at ensuring better co-ordination of decision making where relevant to the social benefits of transport projects. This group could commission new research if needed.

UK Bus Services Bill – a guide as it passes through Parliament

The Bus Services Bill is currently being debated by the UK parliament and if successful will become law by May 2017 – in England only. But what does it mean for the future of Bus Services, particularly in rural areas?

The Department for Transport has issued a summary document that explains how it is intended to work in practice.

It points out that buses are England’s most used form of public transport accounting for over 60% of all public transport trips, and with over 4.65 billion passenger journeys completed in 2014/15. Since 2004/05, bus use in England outside London has only increased by 2% whereas it has grown dramatically in London, rising by 31% since 2004/05.

Passenger satisfaction levels are at 86%, but passengers still identify room for improvement in areas:-

What does the Bill do?

Central Government sees that its role is to provide local authorities and bus operators with the tools they need to improve local bus services and get more people on to buses. So it aims that the Bill will expand the range of tools available by introducing new powers and improving the approaches that are currently available.

Partnerships

New Enhanced Partnership powers will enable local authorities to work with bus operators to set a vision for bus services in their area and a plan to help achieve those improvements.

Franchising

New franchising powers will replace the existing Quality Contract Scheme powers. The new franchising powers will allow local authorities to take control of their local bus services, like the Mayor of London and Transport for London (TfL).  (See DfT Information Sheet on Bus Services Franchising.)

Note: The House of Lords widened the franchising powers to all local transport authorities not just Mayoral combined authorities. It remains to be seen whether the House of Commons will accept or reject this amendment to the Bill. (14 October 2016).

Open data and ticketing

These new powers will make it easier for passengers to use buses and to access timetables, fares, routes, the location of services and the arrival time of services. By integrating this new approach with bus registration it will strip out duplication and streamline processes.

Other improvements

The Bill implements a competition recommendation in relation to the bus registration process to give local authorities powers to:

  • get information about passenger numbers and the revenue of a service that an operator intends to cancel or has cancelled.
  • give this information to potential bidders if the authority decides to support the service that has been cancelled. This will make sure there is a level playing field for bidders and help local authorities take better decisions on whether or not to support services.

The Bill also exempts rail replacement bus services procured by train operating companies from bus service registration requirements, recognising that these services are often provided at short notice, and for limited periods of time.

Supporting Devolution

The Bill also aims to support Devolution deals – signed with local authorities across the country – that allow for local decisions to be taken to drive growth, investment and improve services for local people. Mayors and local authorities will be free to determine the best way of improving bus services for local people.

Note: However, there was concern at the House of Lords stage of the reading of the Bill that only mayoral combined authorities could automatically opt for a franchise scheme, if they believe that that is right for their area.The House of Lords has amended the Bill to enable franchising to cover:

  • a mayoral combined authority
  • a county council in England for an area for which there are district councils
  • a county council in England for an area for which there is no district council
  • a non-metropolitan district council for an area for which there is no county council
  • an Integrated Transport Authority for an integrated transport area in England
  • a combined authority which is not a mayoral combined authority

The Government are opposed to this and this amendment might be rejected by the House of Commons. (14 October 2016)

Draft Guidance

The Department of Transport has issued (17 October 2016) draft guidance and policy statement on key issues raised during the Lords Committee debates. Final guidance will be issued by the Department when the Bill receives Royal Assent and becomes law. It includes:

Improving Rural Bus Services

The draft guidance recognises the challenges related to rural buses services. In deciding how to support rural bus services, or when considering the impact of potential policy choices on rural areas, it recommends that local authorities should undertake a rural proofing exercise.

Franchising powers will allow local authorities to determine and specify the local bus services that should be provided in their area. Through the implementation of bus franchising, authorities will be able to determine:

  • which buses services run and when
  • the types of ticket available;
  • the fares that should be charged;
  • the types of payment that must be accepted;
  • the information that is available to passengers;
  • the standard of bus that must be used – including their emissions standards or fuel technologies

Under a franchising scheme local authorities can design the procurement process in a way that makes the most out of the existing resources. This could, for example, involve packaging some less profitable routes in rural areas together with those which are likely to be more commercially viable, but it will be down to each authority to determine the most effective way of delivering the local services.

The draft guidance says franchising could also be used by an authority to help balance-out the provision of services across the area, potentially diverting some services from more urban areas, where the authority may consider that there is over-provision of services, to rural areas.

The draft guidance tends to suggest that the partnership provisions of the Bill will enable local authorities and bus operators to mutually work together to deliver improvements to local bus services.

The Draft Guidance also strongly recommends that local authorities consider the opportunities offered by encouraging the local community transport sector and through the application of Total Transport principles.

In addition, the Draft Guidance considers that in rural areas particularly, feeder services and interchange with this sort of transport and ‘mainstream’ local bus services can play a part in maintaining and developing effective and viable rural public transport services. There is potential, for example, for a public-sector funded demand responsive service to carry passengers from a series of villages to a bus stop or interchange where they could use a commercial local bus service to complete their journey, say, into the centre of a market town.

It considers that this arrangement has the potential to keep the running costs of the demand responsive service down as well as helping to maintain the commercial viability of the connecting commercial local bus service.

Air Quality

The draft guidance also encourages transport authorities to consider improving air quality and emissions standards when developing a franchising proposal or a partnership scheme.

Driver Disability Awareness Training

The Department of Transport is fully supportive of the principle of all drivers being trained in disability awareness and the majority already receive such training as part of their Certificate of Professional Competence.

Public Services (Social Value) Act 2012

The draft guidance asks authorities commissioning public services should think about whether the services they are going to buy, or the way they are going to buy them, could secure these benefits for their area and for local people. It also encourages those who commission public services to talk to their local providers and communities to design better services, with the aim of finding new and innovative solutions to difficult problems.

The draft guidance also describes the process and highlights the augments for initially limiting franchising powers to mayoral combined authorities. The proposed process is summarised here:-

The basic augment for, initially only allowing mayoral combined authorities to run franchises, appears to be that a “Transport Authority” needs to be large enough be able to be effectively put in place and already have responsibility for the majority of services needed to effectively operate a service – with one person (like a Mayor) with overall responsibility.

My Comments

It seems that becoming a franchised transport authority is likely to be most beneficial for rural areas, as it will enable the transport authority to include less economically viable areas as part of a larger bus service franchise.

The enhanced partnership option – will tend to relay upon the co-operation of commercial companies to find a solution to meet the needs of more rural areas. This tends to have been the current situation since de-regulation in 1985 and there is plenty of evidence to show that it has not worked.

The Bus Services Bill is actively encouraging integrated transport provision, yet when it comes to the “last mile” in rural areas it appears to suggest that this can be left to local organisations running Community Transport services. Is it not the responsibility of a franchising Transport Authority as part of its rural proofing exercise to also consider the “last mile”?

In addition, there should be more specific reference of the impact on congestion that rural car travellers will have when reaching urban areas. Reducing the need to travel by car in a rural area, by having access to a rapid method of travel to an urban area is equally important. There should be more specific reference to “last mile” community transport type services and their interchange with railway, busway or tramway stations. This should involve bringing taxi-bus and train-taxi services under the remit of a Franchising Transport Authority.

Tourism opportunities within a local community should be considered “as benefits to the local area” – when planning bus services. It’s not just about “outward” and return journeys from a local community, it is also about “inward” and return journeys that could increase visitors (tourists) and boost the economy the local area as well as reduce “rural congestion” in rural visitor “hotspots” – particularly at weekends.

Going the Extra Mile – connecting businesses and rural communities

A new report by the Federation of Small Businesses (FSB) published in May 2016 shows that half of all small firms think the UK’s roads and public transport system have deteriorated in recent years.

Only one in 10 (10%) small business owners thought roads and public transport had got better – demonstrating a real need to prioritise infrastructure investment in local and rural road networks alongside big projects on the Strategic Road Network.

FSB found small businesses are overwhelmingly reliant on roads, with nine in 10 firms (89%) placing high value on the network. Rural businesses are even more likely to rely on roads as they often report little or no access to public transport links like rail or buses.

The FSB report, ‘Going the extra mile: Connecting businesses and rural communities’, demonstrates how congestion, poorly maintained local roads, and a lack of regional strategic planning are all combining to pose a significant economic barrier to economic growth – particularly in rural areas.

FSB would like to see current and future devolution deals used as an opportunity for new combined authorities to commit to greater investment in local transport infrastructure. Protecting transport spending, alongside better strategic planning, investing in the local road network and public transport will all help support UK small businesses.

Fixing the Link – importance of good walking routes from stations to town centres

In 2013 the “Campaign for Better Transport” undertook some research, funded by Abellio about the importance of good walking routes from stations to town centres and how they could be improved using the ‘Fixing the Link’ methodology pioneered by Dutch Railways.

The research

The “Fixing the Link” methodology assesses the route between a station and town centre on the basis of four criteria:

  • Liveliness: A lively scene is one with people on the street, attracted by a variety of uses and places to sit down and watch
  • Human scale: A physical setting that matches human scale and walking speed
  • Legibiliy: The ease with which people can orientate themselves and see the route into town
  • Safety & comfort: Pedestrians must have priority and the route should feel safe, protected from traffic, well maintained and overseen

Three towns in England (Colchester, Ely and Ipswich) were scored using these criteria and compared to similar towns in the Netherlands. The Dutch cities scored much better across the board, with English railway stations being generally located much further outside town centres and pedestrians having a low priority compared to other traffic. The research identifies some of the causes of the low scores and makes suggestions for how things could be improved.

Is this methodology being applied to other towns and cities in the UK?

Perhaps a variation on this “Fixing the Link” methodology could be adapted for rural railway stations to increase access opportunities for increasing visitor numbers to rural attractions without cars? It would need to include an appraisal of “fixing the last mile” – integrated interchanges linking to various types of bus services.

State of Rural Services 2016 – Local Buses and Community Transport

Rural England CIC has just published this September 2016 a report on the state of rural services in England. The report is a review of the most recent evidence about the provision of local bus services and community transport in rural England.

Unsurprisingly, it finds that rural residents travel longer distances and spend more time travelling than their urban counterparts and they are more likely to own a car and make journeys by car.

However, the clearest (rural-urban) difference is found among low income households, with those living in rural areas being 70% more likely to have access to a car. This is symptomatic of a lack of alternative transport options.

The report noted that in 2012 86% of households in rural towns and 49% of households in smaller rural settlements had access to a regular bus service which is an improvement on the position a decade earlier, though by 2012 (the latest year for this data) that upward trend had stalled.

Over the last decade, another trend is that more buses now run on a commercial basis and fewer receive local authority funding support. Across non-metropolitan (or shire) areas that support was cut by 8% in the last financial year and by almost 25% over the last four years.

Monitoring during 2015/16 identified 124 local bus services that were withdrawn altogether and 248 that were reduced or otherwise altered (this time across the whole of England). The largest cuts were in shire areas.

In rural areas the number of passengers using local buses grew in the years prior to 2008/09. That number then stayed fairly constant for a few years, before declining somewhat by 2014/15. This reversal of the trend coincides with bus service reductions.

A similar pattern is evident for concessionary bus travel (mainly by pensioners). In this case the earlier growth and more recent decline is quite marked, probably due to expansion of the statutory concessionary fare scheme in 2008 and recent rises in the state pension age.

Latest (2011/12) figures for community transport schemes show that a third of them operate in rural areas, where they carried 8 million passengers. However, schemes in rural areas tend to be small-scale, as well as being more dependent on fare revenue and less reliant on grants than urban schemes.

Comment

The full report does contain some interesting evidence on the state of rural buses services, during the first part of this decade thanks, in particular to the Department for Transport statistics and the Campaign for Better Transport.  But, the report acknowledges significant changes have taken place in the last couple of years 2015-16 due to local authority cutbacks that have not been appeared in the statistics as yet.

It is disappointing that there has not been any reference to the Total Transport Pilot Projects funded by the Department for Transport that is looking into new models for local transport in rural and isolated areas. This includes developing bookable flexible on-demand mini-bus services (Demand Responsive Services) for ALL people not just disabled and infirm – like Suffolk Links (which is featured on the front cover of the report) – but now called “Connecting Communities”.

The report also focuses on return journeys originating “out from a community” rather than “considering journeys into a community” – as with visitors (tourists) and its consequential economic impact on the local community. These inward journeys could increasingly form an important part of the “sustainable model” for rural public transport. This is particularly increasingly important with an aging population – who may be less willing to want to use their cars (for health or economic reasons) but are still active travellers.

The increasing development of tourism from international visitors, who are less willing to want to hire a (right-hand side) car, also creates new opportunities for contributing to the “sustainable model” for rural transport – so long as there are integrated at transport interchanges with the railway network.

Individualised Packaging of visitor experiences (public transport mode with accommodation and local visitor attractions/events is the next stage for developing the rural economy. But more about that later!!

You noted the Total Transport Pilot Projects.  I’d agree that they ought to be broadly helpful.  However, for the State of Rural Services report we decided early on not to list policies, but rather to focus the report on stats and trends.  Doubtless people using the report will make reference to current policies and policy solutions, as you have done.  Its aim is to inform and stimulate debate.

You also raise the issue of tourist use of rural bus services.  Fair comment.  Whilst the State of Rural Services report is essentially focussed on services for rural communities, I’d concede that tourist use can help to make services financially viable and bring some wider benefit to the rural economy.”

Government announces £20 million fund for new railway stations

Rail passengers across England and Wales are set for better journeys thanks to a £20 million pot to fund new stations, announced on 26 August 2016 by the Department for Transport.

The next round of the new stations fund will provide up to 75% of the cost for construction of new stations or to reopen previously closed stations. The funding will improve access to the rail network and create new travel, employment and housing opportunities.

It follows on from an initial round of funding, which has already made a major difference to passengers’ journeys, with new stations at Newcourt in Devon, Pye Corner in Wales and Lea Bridge in London, and stations at Ilkeston near Derby and Kenilworth near Coventry in the process of being delivered.

Organisations such as local authorities, and train operating companies keen to boost local growth are all being encouraged to submit bids.

The deadline for bidders for the second round of funding is 18 November 2016 with an announcement of successful projects expected to be made early next year.

The Bus Services Bill – a new era for the UK’s bus services?

The Campaign for Better Transport – is calling for four main changes to the Bus Services Bill.

Firstly, they are supporting Lord Berkeley’s amendment on Meeting social need. They would like to see the Bill make clear that local authorities have a duty to assess the social needs of their residents, and to secure the transport services appropriate to meeting that need. This duty, in fact, has been established in case law (the Three Rivers case); and has been used by campaigners in Cambridgeshire to fight bus cuts. However, they think that having this duty placed on the statute books will clarify to local authorities that their first duty in planning buses is to connect people to jobs, to healthcare, and to education; and help convince them to protect socially necessary bus routes.

Secondly, they calling for a Bus and Coach Investment Strategy. Buses carry more people than any other mode of public transport. Last year there were more than a billion bus journeys – that’s more than double the number of train journeys. But bizarrely, buses are the only mode of transport without a government investment strategy. There is now a Roads Investment Strategy, a Rail Investment Strategy, and this year the Government will be publishing its Cycling and Walking Investment Strategy. The Campaign for Better Transport  believes that it is high time that we stopped treating buses as the poor relation, and put in place a long term plan to grow the industry.

Thirdly, they would like more clarity in the Bill on enabling local authorities to set minimum standards for buses in their area – whether on bus frequency or punctuality – and deciding the standards that work best for them.

Lastly, they want to see the Bill provide strong structures of passenger representation. In the rail industry, bodies like London TravelWatch and Transport Focus act as a passenger ombudsman, taking up passengers’ complaints and providing an independent voice. Bus passengers too should have the right to ongoing involvement and oversight of their local transport services, not just when a franchise or partnership scheme is being developed.

The Government is keen that the Bill receives Royal Assent in time for the Mayoral elections taking place in cities around the country in May. It’s therefore likely that it will complete its passage through the Lords by the end of this Parliamentary session, ready to begin progress through the House of Commons in the autumn.
